Joseph N. Cooper has worked inside four United States presidential administrations. During the two Reagan administrations, he was one of the highest-ranking black Republican appointee. He was the national director of the OFCCP in the U.S. Department of Labor and assistant director in the MBDA U.S. Department of Commerce, where he established the first “Minority Enterprise Development Week the largest federally sponsored yearly event on minority enterprise development. He has traveled extensively throughout Europe, Africa and Asia on his own and the Peace Corps as Director of Advertising and Recruitment.
